Web 2.0 is a very useful tool to assist students with learning disabilities. I know from my recent 10 years in a middle school classroom (granted much of it before Web 2.0 but part with it) technology, and especially web-based learning enhanced and accommodated students' special needs and helped them succeed tremendously.
